[Custom TargetSelector]newTargetSelector

This is an old TargetSelector I started coding on a few days ago.
I never finished it, and currently do not think of doing so.
I think this still be a nice startingpoint for some custom TargetSelectors or a neat improvement for the current TargetSelector
